Funny. I never realized that their houses were that close to one another with only one in between.Edited screen caps from the first few minutes of "Larry's Birthday."

Since the "blue structure" has zero discernable features, is very close to the Possibles, and has no street acess (that is the Possible's driveway, which Kim drove out of) it is most likely a shed-like structure on the Possible's lot. Possibly where James keeps/kept a lot of things Ann banned from the main house as being too dangerous.
FWIW, this is old info. I caught this years ago. You really should try hanging out at the Haven more often.

Sometimes you gotta fill in the blanks yourself where things are not explained, I guess. This is probably why Bob, Mark & Steve were continuously answering fan questions during the series run. Good catch getting this picture, it was an important scene I didn't notice at all.

Season 4 always seemed to have been produced in a rush. To me it looks like this scene was borked during arrangement. KPs house was always shown atop an inclined yard, with no structures so closeby the property.

The Possible house was mostly only seen from a couple of restricted angles. It is definitely at the top of a hill or drop off.

Rewatching that scene, IMO the animators pulled a shortcut by placing the houses next door to each other so Kim could pickup Ron very quickly for the opening mission.

In ASiT, it is only after the villain trio transited to Preteen that Duff commented, "it has the stink of Middleton." Thus it is probable that Pre-K was not in Middleton and it was later the Possibles and Stoppables moved there.
I imagine the Possible house is James' custom built design. Then later the house next door to them became available and they got/helped the Stoppables to take it.
What is more disconcerting is that early episodes are at odds with how close together Kim and Ron lived. For example, Cousin Larry. You'd imagine that Ron had met and known of him loooong before. The only way to reconcile that is if Kim was SOOOOO ashamed of Larry she felt she was "protecting" Ron from him. Or feared her universe would end if "the two oddballs" met face-to-face…
