In a 'Street Fighter' universe where 'TMNT' 87's tickle obsessed mob boss* has formed a partnership with Shadowlaw, Ken Masters has dropped below the radar (much to M. Bison's frustration) and only his incredibly beautiful wife (represented here by the animated movie version) knows his location. With this in mind, Bison arranges for her to be tranqued and brought to Shadowlaw headquarters where she finds herself bound tightly to a chair and her high heels removed. There, Turtelli demands she tell him where her husband is as he gives her lotioned, well pedicured feet a good feathering, making her laugh to the point of tears and pleading for him to stop.
