Retconning Lex a bit.

Lex is a Pikachu/Raichu that was born in Galar and as a Pichu was the family pet to a wealthy family. Not long after the family got him they went on holiday in Sinnoh and soon after arriving he was kidnapped by Team Galactic. He was put to work in a Team Galactic controlled power plant. He got attached to one of the handlers and evolved into a Pikachu faster than anticipated, TG then moved him into the lower levels where he was then experimented on. Team Galactic conducted power enhancement experiments on him which caused a mild mutation which changed his appearance with the red and black markings and his overall power was increased by 50% but this increase in power came at the cost of his power generation. It now takes him 25% longer to generate his power which unfortunately made him unable to effectively use ranged special attacks as his long charge time made it easy for his attacks to be dodged or he could be attacked before he could release his attacks.

Team Rocket attacked the power plant and took all the pokemon Team Galactic had at the power plant along with the test subjects. Team Rocket deemed that despite Lex's heightened power, his slow charge time meant he wasn't worthy to be given to Giovanni. In the end he was given as a Pikachu to a young woman called Sarah who was a Team Rocket Scout. Lex was wary of Sarah at first due to his treatment by Team Galactic scientists but soon grew to trust her. Sarah found that Lex didn't have any battle experience despite being a Pikachu and got permission to take the Kanto Gym Challenge to train Lex up and to get pokemon training and battle experience herself. Sarah soon learned the of Lex's inability to use his long ranged special attacks well so she focused in training Lex in physical combat, defence and speed. As time progressed Lex became a skilled physical combatant and quite acrobatic.
