When the first Excel samples were made way back in 2015, it was something completely different from what you have here (www.deviantart.com/lexalihu/ar… ). liavcol created the template and grezar the Orders. The original texture was lost and it wasn't possible to update its template. A later version was made with Kai1411 (www.deviantart.com/lexalihu/ar… ) in 2016 using the old one. It was in 2018 when I unexpectedly received a note from MillenniumShadow who presented me a texture design for Excel that I began rethinking the mechanic. It was with the help of Masaki2709 that I can say the mechanic is finally finished and can be submitted.
I am truly thankful for the awesome support of all these amazing cardmakers without whom this wouldn't have been possible. Furthermore I want to thank all the artists who have given me permission to submit the cards using their artworks. Here are:

EXCEL SUMMON
Excel Monsters are Extra Deck Monsters. The color of their card frame is light blue and is stylized by white whirls.
Excel is a Summon of action. The mechanic revolves around the new Skill Zones. The more Skill Zone a player has, the stronger the Excel Monsters they can unlock from their Extra Deck.
They have Order instead of Levels/Ranks (yellow stars in light blue orbs). They are placed between card art frame and text box and are aligned in the middle. Order is the number of Skill Zones a player has to have before they can perform the Excel Summon written on the card.
You Excel Summon by performing the action written on the card. First the player has to declare the Excel Monster they want to Summon. If the opponent decides not to negate the Summon, you can perform what’s written on the card and bring the monster to the field.
ADVANCED RULES
Orders are no Levels or Ranks. Any card that depends or mentions Levels/Ranks, has no effect on Excel Monsters.
Like other Extra Deck Monsters if it's not Excel Summoned first, it cannot be Special Summoned from the GY or while banished (unless it specifies another way to properly Special Summon it).
Compared to other Summons, sending a monster to the GY is simple. Every action in the game can be a Summoning Condition in Excel Summon. Thus, if the opponent decides to negate the Summon, you don’t get to do what’s written on the card. For example, adding a card from your Deck to your hand is equal to sending a monster(s) to the GY to Summon. Normally you would send the monsters to the GY and bring the monsters to the field, and then the Summoning could get negated. But to apply that in Excel would mean you first add the card to the hand then play the monster.
Neither player can activate cards and effects in response to the action itself. (Continuous Effects of the cards that already applied can prevent the action to be taken). The actions we make to perform Excel Summon are Summoning Conditions, and not effects. So, cards or effects, that have negating effects, cannot negate the actions.
For example: You want to Excel Summon by adding a card from your Deck to the hand, your opponent cannot use “Ash Blossom & Joyous Spring”. A card that cannot be destroyed by card effects can still be destroyed by the Summoning condition of an Excel Monster since that’s not an effect. Same as card that is unaffected by effects, can have its effected negated by the Summoning Conditions of Excel Monsters. If the Summoning Condition inflicts damage, it does not count as effect damage. Etc.
Since very Excel Monster requires different action(s) for its Excel Summon, depending on the card, you don't just have to Summon it during the Main Phase.

Yeah. To be fair, the comment was made before I saw Barbarian Merc, but 2 days later, I realized what the mechanic's potential is.
