Yeah. In general I'd say what happens at B support (a student saying "hey, can I join your class?" of their own volition) is probably the best/what would "actually" happen.
I can... definitely see why they'd let you ask about the transfers, at least, from a gameplay perspective. (How good being able to recruit almost everyone is another question entirely, but...)

Yeah, on my parallel play through of crimson flower (the only route I personally consider canon) I do plan on recruiting some students at the very (I.e Marianne as the game makes feel like a monster not doing so honestly)
