Dude! I am inclined to agree. Neo does not speak because she does not want to speak. Babble-free is not mute. Also Monty and friends doing the shout-out to many anime characters who rarely speak if at all.

Well, she did get Cinder's virus onto the Atlas robots, and played a huge role in it. Cinder was the mastermind but Neo did most of the dirty work alongside Emerald and Cinder herself.
