Sometime during Civil War... the Tenth Doctor travels back to this moment, discovering what Tony made the Raft really for; not just a prison for where Supervillains can be imprisoned without a proper trial. In reality, he discovered this was made by the Illuminati in case the Avengers were corrupted by Thanos or Wanda, even having a special section for Wanda on solitary confinement. The Doctor and Stark have an argument over the Accords and Stark threw many of the Doctor's many mistakes in his face; even his time as Time Lord Victorious. However, The Doctor sees Tony Stark and Reed Richards going down the same path.

Tony believes the Accords are right plus, after the team ups with The League, the Age Of Heroism is dealt with realism. It is in this moment for when Captain America is assassinated, The Doctor talks with the leaders of the U.N. seeing as how they reacted out of fear in pushing a version of the Accords that was unconstitutional.
