I think this is a strong piece due to its message and execution! 
I also think your choice to make the upper part of her face purple and with yellow eyes is an interesting choice of color. 
Good job indeed~ 

Since you asked for a critique, 
I think the only part that stands out to me as looking a bit odd is how you outlined the seaweed with a hard edge, 
as opposed to drawing some of the separate leaves. 
As a result, the seaweed looks more like a band of ribbon.
Perhaps if you feathered the outer edges, that would give them greater softness and realism. 

Everything else is wonderful though! 
I hope you make this into a kind of series because the idea behind it is powerful--maybe her hair transitions to become seaweed, 
or the water rising to dangerous levels and even obscuring one of her eyes.
