It's a photo manip I made in Photoshop Elements. Every character and logo is one picture, except for Rose and The Doctor, they are one picture themselves. The background was just a cavas I made in Photoshop, then I took the pictures and I arranged them, removing the white from them if needed, and re-sizing them to the correct proportions in relation to each other. I also tried to add cast shadows to the pics that didn't have them, so they'd fit with the ones that did.
