Design belongs to my good friend u/A_Ticket_To_Ride on Reddit, who wrote an AU with this design in it. (Essentially, a post-scoop Mike Afton sets out to find his father and salvages some parts of Foxy's costume along the way.) It's a great story, so I'll probably link to it soon
From what I recall this was indeed based off Horrifica's Mike Afton. I drew this guy once before in a previous deviation, and I couldn't help but draw him again

Woah, this is really interesting to look at. I like the underlighting, and dang, that eye makes him seem very cold hearted.
