While yes, the style of the costume, etc he drew, was more the 'teen' teen titans character..
Technically he is not adultifying a character, which in other incarnations is already an adult.
By that same means.. drawing an ADULT dick grason,... who is more than old enough in many of the comics.. and put him back in a Robin uniform.. in sexy pose..
Would fall under the same rules of being banned..
It would be TOTALLY different, if it was a character which has ONLY ever been depicted as child aged.
