Congrats on winning! : D <333 This is a really great piece, you deserved it! I love the detail in her outfit, it's very creative and intricate. I also love the texture in her hair and that smile, and the anatomy is really nicely done. :3 <33 I like the background and how it's more of a "design" than an environment but still reflects the concept of the char.

Critique- Nice job, the coloring is superb 
What I would say to work on would be a few little points of anatomy. (Her fingers are oddly pointy - try to make them more rounded at the tips, her neck is a little thin to support her head, and her ear is a little small and oddly placed). I really liked the blue outline, it really made the picture '

i love love love all the thought and cleaver ideas that went into her outfit! this is totally what the contest is all about! her anchor whip is so ingenious! it makes for a nice composition, too. i especially like her ice armour, you've rendered it really well... and that pose! super sexy and confident!
