so what's this heat and blend technique? do you heat the pencils up in a microe, orsomething? How long do you heat it for?

Nonono! After laying on many pencil layers you apply a blow dryer or heat gun to the area you want to "melt", then blend, blend, blend. The result is a bit like working with paint, and a shine created by the blending.
