It is Free To Use with a couple of rules:

1. DO NOT take this base and sell it for money. That's not nice since you got it for free.
2. You CAN take this base and make adopts, commissions, personal art etc WITH it. That's the "free to use" part of it.
3. You MUST CREDIT ME when you use it EVERY TIME. I made the base, I feel that's not too much to ask.
4. This is the most OPTIONAL RULE: link me the picture, I'd love to see what you do with it.
