Whis Potential Unlocked - Assuming whis is an ordinary being who became "whis" ... this knowledge and required training could be passed to others. In this case, Goku.
Full Whis - Complete Whis form (same level or higher than whis).
Vegeta:
SV2(original)
SV3 - Power over than the common ss3 with super saiyan 4's hair
SS4(original)
SSGSS(original) - Vegeta loses his god power like Goku during the GT Series.. After that, Whis gives him the required power to become this form again. (this time a lot stronger)
SSOmega - Vegeta overpassed his limits and become this worthy form of the prince of sayans.

well the full whis form might as well be mastered ultra instinct. and vegetas super saiyan omega is basicly super saiyan blue evolution (since theres blue, complete blue, mastered blue, and blue evolution)
