Because DevArt CERTAINLY doesn't have enough art of cartoon angels up. I reckon so!Look, she's even borderline Gothic Lolita. It's like I killed two birds with one stone!

Well, I think the important thing is to be loose and not to be afraid of having some stray lines if it adds to the energy. After awhile, I've found that you can control that energy and have spontaneity become something natural and well-placed.
...I'm not sure if that's the answer you're looking for. Tool-wise, I just use the scratchboard tool in Painter. Usually, I just alternate between the black and the white, so I can get some of the inverse hatching.

wow. This is phenomenal. Even though the whole gothic lolita/cartoon angel theme is way too overused on here, this certainly doesn't deserve to be categorized thusly. this. . . is greatness. That's all i can say.
I love the detail, I love the eye patch, even though I don't know what you're symbolizing with it, I like it. It pokes me in the face, and I like the feeling. Good stuff.

You're kidding in your description right? Anyway there's always room for some well drawn ones, I like the shades of white too. I think white is probably the hardest thing to colour.
