I don't think so, Beetle Juice is able to get away with a lot of outlandish things, but that's mostly due to the fact that the main character was from the after life world and had outlandish powers himself.
The Grimmwood girls may be unique, but they are still tied to our world and grow up more closely to normal girls with abnormal tastes, which would make for great humor if putting them in places and situations that normal girls go to and end up in, such as malls, and things, and having Shaggy and Scooby there will only make it better cause they'll be in charge of looking after them! XD

I can't really see a human baby working out there. They wouldn't be able to raise it properly, and it wouldn't fit the basics of the cast. But good work thinking out of the box.

I was picturing Shaggy asking the girls what they were into and what their hobbies were, and the girls would respond with something bazaar, so he would suggest some normal girl hobbies, and show them fashion magazines and places like shopping malls and such, the girls would be into it, but with their own twisted taste to it, then things would happen, like them meeting boys, getting dissed about their looks by other girls, trying on various types of clothes and accessories, with Winnie looking like she shopped at Hot Topic, and other general humorous shenanigans. I can envision a lot of funny things. We should develop this more and come up with a solid pitch idea!
