it's quite easy... Deapending on how big it must be you make layers and use the eraser tools then you add outher glow to the middle layer...The layers should be difrent colors...Here i add some whit markers on the stars to enlarge the effect

That doesn't sound too hard. i didn't know about adding an outer glow. that's a good idea.

1. Paint the layer into color
2. Paint another layer into a color
3. Paint 3rd later into a color.

4.You take the soft erasser and like paint between the layers and want to see whats happening. It is really important if you paint stars you need to be shure that the first layer is white and not another navy like color.
5. Here you add that outher glow to the markers of the erased edages.
6. You can add thous soft whit milki ways or what it is.
