Serena cutting her hair was important for two reasons:
1. Character development
2. Showcasing trainer customization in X&Y (remember, the anime's main purpose is to promote the games)

i think it'll grow back, as a sign of progress towards her dreams, and as it grows back, more possibilities will appear

I still very much prefer her short hair since it shows that she changed entirely. This just shows she just halfway changed herself since she hasn't cut it short while only just changing her clothes.
