To be honest I'm surprised he's so underused in modern horror and SF fiction. Can't you imagine a story of 'The Mystery of the Hopping Madman' being investigated by Sherlock Holmes and Watson?

Have you read "Spring-Heeled Jack" by Philip Pullman? That's an exciting romp, with Jack as the hero (along with two Victorian kids) and Mack the Knife as the villain.

He was in Georgia, North Carolina, Delaware, New York, Massachusetts, Indiana, Kentucky, Texas, New Mexico, Colorado, and California. He attacked a cowboy in Arizona in 1914 and my Aunt saw him in Idaho in the 80s.

I saw a pic from a Penny Dreadful serial, showing a determined Jack leaping from a window with a terrified woman in his arms, while her husband in nightgown shoots at him ! The blurb "Spring-Heeled Jack will re-enact his daring deeds in text."

I think that Spring-Heeled Jack was some sort of mad scientist or inventor who decided to frighten the public by dressing up in a scary outfit and attacking people for the fun of it.
