Description
Vista and Clockblocker of the Brockton Bay Wards, in front of the PRT Headquarters building. Picture includes a PRT van modeled after the real life BearCat SWAT van , and two PRT troopers in full armour.Vista is grumpy and wants to get back to work. Clockblocker is enjoying a Fugly Bob shake. The Wards have mandatory breaks on patrol as required by the Youth Guard.

I have to ask, is there any significance to the license plate that I'm missing, or was it just a convenient sequence of letters and numbers?

It stands for PRT ENE #08.
PRT = Parahuman Response Team, the organisation that handles parahumans and cape crime.
ENE = East Northeast. The name of the Brockton Bay branch of the PRT. Every city that has a PRT department has an identifying name or number code. Brockton Bay's is ENE.
08 = Number eight vehicle in the PRT fleet. Conveniently named so the PRT can keep track of their equipment.
No hidden messages, just what seemed realistic for how a government would name things.
