I forgot, You are going need alittle base knowledge of pac3, this pac is slightly complexe in the inside to those new to it.

Pac3 is an addon so make sure to have it enabled and installed from the workshop. Once in a singlelayer game or server hold C and click on the pac editor, then on the very top left of the side menu (which looks like a blank rectangular window with a bar in the top and some stuff at the bottom.), look in that top bar for "pac" and click it, thing will appear such as "load" which you will hover your cursor over, after that, more things appear, but you just have to search for "load with URL"-- something like that. Finally, once clicked on, a window with a text input appears, all you have to do is to copy the like and paste it there.
