Well, If I remember correctly, it was part of "The Dark Brotherhood" quests. The orc NPC was supposedly such a horrible bard that numerous people wanted him dead. In fact, you can listen to him play for a while and you would probably agree. But alas, one of the contracts of The Dark Brotherhood is to assassinate him. But it was all for the better ^^
