There's really no secret. If you want to be a good writer, just keep writing. Show your writing to other people and ask them what you're doing right and wrong, and listen to them. I've been writing my entire life, and I'm still not satisfied with my writing skill.
Oh, and I've read a book that helped me develop stories and characters well. It's called "Sexual Personae: Art and Decadence from Nefertiti to Emily Dickinson" by Camille Paglia. It's long, but by the time you're done reading it, you'll know almost everything about art.
