Well the outfit and it's color scheme looks like something reminiscent of what a water bender would wear (only in the more sailor style) even down to the dark, blue skirt which Korra wears as well (abet a plane simple one seen under the brown, open fur-skirt). Plus the fact that she has dark hair and a slightly dark skin-tone adds to that. At least from what I can see from the picture. Also the front bow looks like some kind of fish fins that add to the water aesthetic.
