I'm pretty sure with the smarts of the Combine that our far beyond our own, It's very likely they do. Take the Combine dropship for an example. It does not require air lift as it has plasmatic thrusters, also they achieved levitation without the support of lifting mechanics so yes. They are also interstellar, with many conquered planets. I mean like serously these guys are from multiple universes

Actually they're an interdimensional empire, and it's quite possible they only own a single planet in each universe.

But when you consider that the citadel down from the portal itself (and it is still not small), so it was quite powerful engines. Even with this level of development, they would be perfectly able to create similar ships, and moving long distances to carry out through the portals.

according to both Raising the Bar and ingame sources, Citadels are just "appeared" out of nowhere. They did not descent fromΒ portals.

Well, at combines and reapers can find a lot of common things. Such as infantry, consisting of the enslaved races and even the technology of their production is similar

A reaper cuttlefish that's what the main reapers are based off and the destroyers are based off insect nymph
