It's fun imagining anyone/everyone strutting to that song. xD
Spy's face is very well drawn with a fun expression. The body language could be a little stronger, showing one or both of the hands could add a lot to the acting. Or even turning his body slightly so we might see if he's hiding something behind his back, that could make for an interesting addition.
It doesn't look like you paid the same amount of attention to the body as you did to the face, which disappoints me a little; the linework on the face is fairly clean and tight, but the rest of the body looks very sketchy. If you're going to have a medium shot (or anything other than just a portrait), make sure you pay as much respect to the areas that are more boring as you do to those that are more fun. Sometimes it will turn out that the boring areas can be as fun, if not more so.
There is a strong light source hitting the face, with very engaging, dramatic lighting. It's not carried through to the shoulders, arms and torso. The light source is a little confusing there; it's obvious it's coming from the right, but there aren't any shadows on the arms/shoulders. Also, where there are shadows, they don't carry the same sort of intensity that there is on the face. His head should be casting a shadow onto the shirt collar/shoulder as well. It would add a lot to the light-to-dark silhouette.
Overall, the lighting on his face feels more like a spotlight and the lighting on his body is weaker, like he is in a well-lit room.
The colors on the face are very fun. The warmer reddish hue of his skin, with the cooler highlight and the soft blue shadow. I really like that arrangement, as well as the cool blue light on the purple mask. I'd like to see it carried through the rest of the suit; it would enhance the color of the piece by a lot.
Again, the face is very well done, and I love the expressiveness of the smile and the eyebrows. Even his eyes seem to have something to say. In all, this picture has a lot of potential, and is a lot of fun as is, but I bet you could push it further!

Thank you so much for the feedback! I really appreciate it <:3
Yeah, I have a habit of flipping my canvas a lot while I'm drawing, so sometimes my light source gets really wonky. I'll be sure to pay extra attention to that next time! Seriously, though, thanks so much for taking the time to write all this because wow it really means a lot Q u Q

No problem!
It helps me a lot to draw a little arrow to help me remember which direction the light is coming from. c:

Wow, I love the detail in this. It must have tooken some effort to get the lines the way you wanted it.

Oh, so have you tried just making a layer on top (or using a lightscreen) and sketching the lines then making the actual lines on the actual layer?
Also I need you to PLEASE help me. Whenever I try to upload a picture, the upload stays at 0%, can you tell me where you upload your pictures from (Like program or folder or desktop)? I tried with Gimp and Photoshops elements. I think it just needed to be smaller images, though do you need to finalize it or something? (I know it must be one layer).

Yes, that's usually how I do my inking.
And the image can be whatever size, but it'll just take longer if it's bigger. Make sure it's a .PNG file to get the best results.

They're just regular image files.

I think maybe it wouldn't go in because the pictures were too big. When I put pics from Photoshop Elements into paint, it was GIGANTIC. Anyway thanks, I got the pic up, it's a handdrawn picture. It may not be the best, but it looks good to me.
