Yah, this picture and this guy look EXACTLY the same. They couldn't possibly be two different people.
All joking aside, it always did confuse me how absolutely no one could tell the difference between Yugi and Yami. I mean, yeah, they look alike, but not completely identical.
(Though, there was a part in the Zero movie that a kid (I forgot his name) saw Yami and immediately assumed that he was Yugi's older brother. XD )
I think some of the characters need to get their eyes checked though.

I think the unofficial theory is that Yugi actually does look exactly like Yami but do to there different personalities the are portrayed with a different design so the viewer can tell them apart. Yugi looks like a younger version of his actual self, and Yami looks like what Yugi actually looks like (I never saw zero movie so I can't comment on that but usually movies are non-cannon)

I don't think so. In the Japanese version, his friends are able to tell there's a difference, and Kaiba reacts to him changing in front of him. But in the English version, everyone becomes dumb and thinks they're exactly the same.

Yeah, in the Japanese version, while there were still some dumb-dumbs who couldn't tell the difference, a lot more people who could tell Yami and Yugi apart.
