In my headcanon, Poison and Roxy are indeed twin sisters - though Poison has a little something... extra.

I guess capcom just emitted her from the series since she's basically just a palette swap anyways, they still refrence to her in games like Street Fighter x Tekken with Poison's alternate color though.

I recall reading Roxy didn't dig dressing in drag but Roxy looks up to Poison so did it to please her maybe roxy just got fed up and left

She's Poison during the day, but when the sun goes down, she dyes her hair and become Roxy. Like that vampire girl from 'VtM: Bloodlines'.
