digimon is a anime. that is a screenshot. no anime will be painted traditional.
and even if. your picture is made digital and die colors in the background is VERY similar.

Yes, recently most animation are done digitally.
However, the link you gave me is a promotional pic and not an actual screenshot of the anime. It is clear that the characters are digital and pasted on top of the background which is done in a very similar watercolor technique that I just mentioned.
