My first tutorial !!
I made new shading style yesterday and realy like it so i decided to make this tutorial !!!
I've put it into the Photoshop category, but even MS paint shall do
I hope it is usefull for you!

If you mean those bigger eyes (those with the white in them) im not planing to maka it... you have to keep trying till you get rid of it

i prefer Blue but Green is just as good xD, is it possible to make the BG transparent in MS Paint?

Was helpful but do I need to make the outside lines smoother looking if its kinda rough or do I simply change shades of color something a bit lighter? Also how to make eyes & such would be helpful too.

yeah, this is just REALY simple shading so its not perfect in detail, just try to make everything smoother if it looks to rough...
the eyes are pretty hard, you have to find your own way to make them, you can also use those tard eyes, which looks awesome as well, for example see [link]
