In my opinion, Sailor Neptune is one of the best, she is like perfect, and her attack is again, in my opinion, the best of all the senshis, of course, is water.The missing detail that makes her not being my favorite is that, being water based is not being blue, but the colors she is, fits her very well!!

Her colour is a sea green, so it doesn't need to be blue. It still is the colour of the ocean.

I know that! hehe, I'm not ranting about her being marine green colored, I'm only saying that I do love her that way, is that she isn't my favorite character just because the color, my favorite is Saturn ^_^

It is indeed a wonderful picture of her, she is truly beautiful. Though I must add, that her element is not water, that's Mercury. Her "element" is the ocean. It's the same with Haruka, who has the Sky, and not air. So there is a good reason why she is not blue like Mercury. Though I prefer this aqua-marine colour over blue actually.

Oh! sure! is like you say, I know that perfectly, and as I said, Sailor Neptune is just perfect the way she is, but I only said that, I like her a lot, but she is not my favorite, the only thing that makes her not my fav is the fact that she is not blue, just that!

Actually, ever since I discovered that outer senshis existed, I mostly like them maybe due to their uniforms and colors are a bit dark and slightly different from the inner, gloves are short, one with spike, crystal brooch, leafy shoulder sleeves, sleeveless,
the only thing that makes me disappointed is when they have their talismans after the S-series, they dont have small official slips on how they use it unlike the inner senshis where they show their symbol when they cast their powers...
They should make a PGSM with the outer senshi XD
