Tipsillar evolves into Mesmerhys beginning at level 10 wich evolves into Chromothic beginning at level 15.
Dex Entry
It can leave foes paralized by just flashing its wings. Chromothic can change its wings pattern and colours at will and uses it as a way of communication.

100/40/70/100/100/10 (BST 420)
I decided to go for a bulky, slow special attacker. It's clearly higher than the ozone layer, so by any logic it should be very slow - tied for second slowest with Ferroseed, Trapinch, and Bonsly. Its dinky appendages also don't lend well to physical attacks, but it makes up for this with great (for its BST) HP, Special Attack, and Special Defense.
