I'm not good enough to make a tutorial, but I can give some tips of what I did in this work: Try to use different tones of blue, some white and the smudge tool to finalize.

A grande maioria dos cenários eu faço direto no PC sim. Algumas vezes eu faço só um traçado de leve quando estou desnhando para ter uma noção depois na hora de colorir.
