Yes, the should, but only as part of longtherm disciplinary punishment.Inmates must have something, that can be taken.

There are so many possibilities:

Inmates can be taken privileges
- how often they are allowed to the yard
- what they get to eat (real food or nutriloaf)
- if or if not they are ever allowed to send or receive letters (usually one letter is allowed per year)
- if they get to shower with lukewarm or cold water
- how often and how intense they are subjected to searches and exams (including occasional enemas)
- if they get to stay unrestrained in their cell

Inmates can further be put into a dark isolation cell and subjected to different forms of corporal punishment (most commonly strapping or caning their buttocks and whipping the soles of their bare feet)

Inmates with footwear bear too much of a security hazard, it should strictly be banned from all women's prisons.

I agree, please leave Helen barefoot. She doesn't deserve shoes. The guards can still take away her uniform, can't they?
