Helen had to clean the dirty prison floor for more than fifteen hours. This was the very first time in her life when she was doing some real work. She returned to her cell tired as hell.But during this day, she was not alone. Inmate SP74311 (a lifer, serving three years in isolation for injuring of her cellmate) was her companion and this two girls, could even talk to each other. And this was Helens firs real contact with another person since her arrest. And Helen did not know, how important role shall SP74311 play in her future life.

Are you sure about letting inmates wear sandals? Safer without, they cannot run as fast on an escape attempt and it is less dangerous for the staff if they kick around.
I suggest strictly without footwear.

An actually misbehaving inmate has the inescapable fate of getting strapped down onto one of the punishment benches in the cell block or the SPU (special punishment unit) where she has the soles of her bare feet beaten or feels the cane on her buttocks.
Sorry for the seemingly drastic measures, but other the delinquents won't learn to take the prison rules sufficiently serious. Which in turn puts the general security of the entire staff at hazard.
Bare feet should however be mandatory for female inmates, imposing a stringent ban on any kind of footwear for detainees in every women's prison.
The discomfort the women get from the cold concrete underneath their bare soles is the best way to remind them of their imprisonment at any given moment.
If they are allowed to wear flip-flops or slippers on their feet they tend to get the impression of spending a holiday in the wellness area of a spa hotel rather than serving a prison sentence for breaking the law.
Strictly bare feet also render the inmates more vulnerable and therefore easier for the officers to handle in critical situations (pin down, restrain, recapture etc.).
It also amplifies the superiority of the correctional staff over the incarcerated women. The barefooted detainees are hereby intuitively concious of their decisively inferior status and in turn tend to be more readily compliant.
This has proven an efficient measure in many women's prisons all over the world in present and past. Therefore I don't see a reason to stray from this established rule and advertise it to every peer in charge of a female prisoners.

Well, as for that:
of course the prison inmates are punished by beating the soles of their feet if they show disobedient behaviour or fail to comply with the rules and regulations. A highly effective method to keep strict discipline inside the prison and prevents the inmates from acting up.
