I see. It would help in telling what it is. I asked if it's a scabious, but it can be also a widow flower (Knautia).

Yeah I really don't know.
I do know that the scabious is classified as a noxious weed here though.. So I highly doubt a park garden would've planted them unless they got there by accident but the landscapers work there every day so I doubt they would've grown to the flowering stage before getting ripped out.
