It’s really cute. For a second, the image just dimmed a bit, only to realize that it was a gif. Interesting!
Only a few things though, the nose on the chibi kinds seems a little flat— something you would push on, like a button (sometimes that’s what noses are for). But I understand that it’s a chibi, it’s not a regular type of thing.
The best solution for that is to have a small bridge-line or have no nose at all (that’s how I often make chibis). If you disagree or you’re used to it, go ahead! It’s just a suggestion, addressing the slightest concern. Just find ways to make the nose not flat, alright?
The eyes of the “regular” artstyle kind seemed a little cross-eyed. It would work best if you tilt them slight to the center, as if it was meant to be like... staring at the horizon or something.
Reading your description, you say it’s a “he”. I thought it was girl from my first impression, not because of the hair, but the exaggeration of the eyelashes. Get what I mean? But if you were meant to create this character as bishie male (or beautiful man), then I guess it stands out and it’s real clever!
Also, the eyes are a little large for a male. Idk, maybe because I’m used to see males with small eyes, oftentimes I draw them that way. I guess that’s why I thought it was a girl. Well, it’s just my observation.
I also have a little suggestion for the lighting, when the image goes dim? I’m not sure if it’s possible to make it a bit brighter, so that the audience would know what’s going on, why is getting dark?
Overall, I really love the emphasis of the light. It took me by surprise, not gonna lie. But maybe if you dim the background a bit lower, the brightness of the emphasis would increase. It’s really cute and beautiful. I’ll be watching you to see more of your art!

pfftt- i find this adorable how you managed to give me a critique even before i sent it to the group haha- A lot of my artwork at this point to stylistic choices. And as much as I would "defend" my "style" yes, i do admit when i end up drawing guys they end up turning to look like girls lmao. i just- eyelashes apply to everyone here-- one of my closest friends, a guy with eyelashes longer than me lmao- yep, but guess i'll try to attempt to change for some stylistic choices. i do have a rather "glossy" style atm so mhmm. i'll try some them as bishies later-- haha 
aha- i don't mind at all- rather prefer it. wouldn't mind if you did this to more of my pieces haha-
