I mostly agree with you except I liked Sam I just don't like her having a relationship with Danny. It would have been better if they stayed friends, honestly the 'romance' kind of just appeared suddenly. I much preferred Danny and Valerie though I do wish they had done more with Paulina as a character. But yeah I liked Sam as a character just not as a romance partner for Danny (and not just because it kind of makes Tucker a third wheel character).

I liked Danny/Valerie more because they both undergo some character development while Danny and Sam’s relationship consisted mostly on teasing without them developing their relarionshio, this is also coming from a Kim/Ron shipper

Oh, don't get me wrong, I ship Danny/Valerie too! I'm just saying that even a potential relationship with Paulina was more interesting than Danny/Sam to me

I would have loved to see that as well. I mean yes Valerie and Danny had the most chemistry and positive things going for a relationship in the canon, but even so I would have loved to see it. Sadly due to her being the most linear, and overall mean spirited with very few character development moments she was skipped over by the fans at the time.

Personally I could totally see something building among her and Danny and that little conversation with Spectra could have been the starting point of something wonderful if given the right development. 

But on a serious not while I find it to be the worst pairing as well as most cliche, had they actually not tried to shove it down the masses throats as well as had Sam actually grow as a person (with growth that stuck like Valerie) with Danny helping her gains said growth and visa versa, maybe the romance part with them wouldn't have been so much of a train wreak.

Danny and Valerie went on a few dates, but they weren't officially a couple. He was going to give her the ring when she told him that they couldn't be anymore than friends. Plus, she wanted to destroy his ghost half, which Danny would have to hide from her if they ever became official. 
I prefer him and Sam together.

Well in her defense she didn't know Danny and Phantom were one and the same. Not to mention Danny hides his ghost half from almost everyone so it wouldn't be that hard hiding it from his girfriend.

While I like Paulina/Danny myself for human pairings the one I put above it would be Valerie with Sam being the worst in my opinion. 

As for why I say the later it is simple. There is just too much evidence in the series that Sam herself liked Danny not for who he was but rather who he changing into as the series went on. While there are several episodes to show this the best one I can think of is Phantom Planet the one where my least favorite pairing became canon.

For example Sam's attitude about him being normal despite it being what he truly wanted was anything but good. I remember her literally saying he went back to being on of the faces in the crowd with a lot of disdain.Now I have to ask you what is wrong with being normal especially if it is what the person themselves wants? Sure it isn't what you wanted for him, however as I pointed out it is what he himself wanted for himself and it wasn't like his reasoning was horrible. He felt his powers were hurting those he cared for and he didn't want that anymore. Yet Sam couldn't see any of this. No all she saw was the part where he gave up his powers. It literally added more fuel to the flames of believing she only crushed on him because he became different grew into something else due to his ghost powers.

But the icing on the cake was that speech she gave him that literally made me want to punch her in the face. Now I get that said speech was supposed to be the slap on the face that would help him go back to helping people, however I have to ask how did Sam start said speech?

A) A peep talk about him not giving up helping people
B) Advice about ways he could still help people in the ways that She and everyone else did
C) Calling him selfish for being normal and going on about how his powers made him unique while ranting about all the things she cared about while spitting on his beliefs

Had it been A or B I wouldn't have been so pissed when I heard said speech but sadly it was C. In other words she calls him selfish for not risking himself and his loved ones safety to protect the town and giving up his powers. She went on and on about his powers made him unique and gave him the chance no others person had and how she was proud to stand by his side and how he was selfish to give that up. Seriously? I mean even without his powers he could have still protected the town and helped people.

Did she seriously forget that Danny knows how to work all his parents ghost hunting gear, and on a few occasions even fought ghosts without his powers? I am guessing she did cause if she didn't I doubt she would have even said "his powers gave him the chance to help people" When not only himself but just about all the other ghost hunters have done this without ghost powers.

But as I mentioned before Sam not only couldn't see past this but she had the gall to bring her own wants and guilt trips on him while doing this. So to be honest with you She should be very lucky that Danny tends to overlook a lot and I mean a lot of things, because that little speech she made would have been a massive red flag that like Danny mentioned with the Fenton ghost catcher "Mark this under must avoid." 

Valerie on the other hand actually cared for Danny as a person and not just a hero (Paulina) or a unique being (Sam) and here is why. I say this.

She did one of the major positives Sam has done throughout the series which was put her neck on the line to protect him even without her suit of armor (Flirting with Disaster) She was at the point where she was considering giving up ghost hunting for him (Which was something that was extremely important to her which is something I can't see Sam ever doing for Danny) and even on the note where she broke his heart it was shown she cared.

Many say "Oh she broke his heart so she doesn't deserve him." But let's look at the reason why. Did Valerie know Danny wasn't just a helpless kid who would get hurt due to her enemies? No she didn't know this. So she used her best judgment and gave up what she wanted so she could keep him safe not to mention the expression on her face when she did this showed that she truly cared for him.

If anything the biggest hurdle they would have would have been when she learned that Danny fenton was Danny Phantom, however the episode before Phantom Planet where she helped Dani despite her being half ghost gave me hope that had the series continued that if Danny's secret came out Valerie wouldn't have wasted him and at least gave him a chance to explain himself unlike the ending Phantom planet took which was anything but realistic.

As for Paulina herself while she has far less development than Valerie and has very few positive traits by most fans, I can at least say this. She was 100% straight up with everyone even if they tried to make this out to be a negative trait so you knew what you were getting with her.

Sorry for the long rant but this is just my thoughts on who would be the best out of those two you mentioned.

While Danny/Paulina isn't the best human based pairing on the show, In my opinion it is far better than Danny/Sam. No offense but Danny/Sam in my eyes is extremely toxic seeing as a lot of the components for a healthy relationship between the two are missing especially on Sam's end.

I mean,like actually talk and not Paulina fangirling over Phantom.
Danny and Sam were friends for years and it makes more sense

There were a few times in the series where Paulina did talk to Danny and wasn't going fangirl over Phantom that I can think off. However none of them were normal situations like with both Sam and Valerie. 

However your last statement makes the same amount of sense as putting a chicken hawk into a coop of crippled roosters. 

In other words being friends for years =/= they should be together. Especially when the most important foundations for a relationship are as flimsy as wet toilet paper.

Willing to Compromise when needed

Three essential things needed for a healthy and functioning relationship are extremely lacking especially on Sam's end. and to be honest While Paulina doesn't have too much development either, I still believe that both she and especially Valerie would work a hot better than Sam would despite her having all the other advantages over the two of them.

In my opinion, Danny and Sam are better. I have shipped them since the beginning. It was planned for them to become a couple in the show. I just wish it would have continued after they got together, and now we will never get to see them go on dates and doing boyfriend/girlfriend stuff.

Well that is what happens when a girl tries to use subtle hints on a completely clueless boy. She will get overlooked for the girl who uses the direct approach.

While Sam did get Danny in the end, all the misery of being overlooked she brought upon herself.
