This I believe was from mid-2004. the New Series was not on the air, but we already had promo pics so at least we could draw speculatory fanart. My speculation was.... unique.
Yes, that is Pete Burns coming on to the 9th Doctor. I had this cracked-out idea.. like, I'd never heard of Billie Piper, and I was like "Why didn't they get Kylie Minogue, at least I've heard of her!", and then I thought maybe Kylie should be a villian, along with Pete Burns as members of... hahah, Team Stock, Aitken, and Waterman. And they'd wear Team Rocket-like uniforms and just terrorize The Doctor and Rose by... um, trying to seduce them I guess. Considering criticisms of the new series, some fans would say that would fit right in. But anyway, yeah, that's Pete Burns in a Team Rocket-like outfit about to try and buttsecks The Doctor.

Pete would probably try and steal The Doctor's regenerative process too because, hey, he needs it. After all that plastic surgery gone wrong, he needs an free and painless way of changing his face.
