Shutter Speed: 1/200 second
Aperture: F/2.8
Focal Length: 32 mm
ISO Speed: 400
Basically, the sun was setting behind it, so that created a great silhouette and contrast for the buildings, and the moon (in the original image) happened to be in the same direction on a nearly black sky. The rest was done in Photoshop with various filters and tweaks. The moon image that I overlay is from and earlier shot I did when I had a nice long lens available.
I am going to attempt a more perfect version when I find my originals, there is too much artifacting on this one for my taste.

Well, in the original the moon was close to there, just not as big or full...
