I bet y'all thought the Melon was gone for good! Well not today muahaha
In all seriousness this was a long time coming (I first sketched this like the day after I made Saido) but he was such a cool character that I stuck with the idea since.
The theme behind this kid is being a force of nature. I wanted to make a villain that wasn't very complex and did what he did just because he loves it. The choice to make him a kid was to compliment his chaotic nature but also create interesting questions about the way villains should be treated.

Background [GENERAL KNOWLEDGE]:
  Not much is known about All Smite, whatever information gathered are only rumors and tales told by some school kids. They say that he was quirkless since birth, doomed to a life of mediocrity. Some say he was gifted a quirk by the gods, others say he was hiding it in fear of its power, but all agree that it was after All Might's retirement that All Smite came on the scene. The police force believe this has something to do with the quirk amplification drugs spreading around the black market, but there cannot be any certainty yet.

Background [WHAT REALLY HAPPENED]:
All Smite was indeed born "quirkless", the youngest of 5. While his classmates were developing quirks and their abilities, All Smite was severely lagging behind. What was actually happening was that All Smite did indeed have a quirk, a quirk which if matured properly would have manifested into a standard electric type fairly similar to Kaminari's. However what made All Smite special was that he had a mutation that was unknown to him, one that was suppressing his quirk. With this mutation, All Smite's quirk did not manifest until he was 10, but in the process, exponentially increased its power output and limited its weaknesses. His mutation is still at work now, making his quirk power potential very high.
With his new abilities, All Smite begins experimenting, and his first target? Everyone who told him he couldn't amount to anything....

Quirk and Mutation
  Quirk: AllSmite

Type: Emitter

  Description: With this lethal combination of a quirk and a mutation, All Smite calls down cataclysmic lightning strikes from the sky at his mark. His mutation augments his quirk in unpredictable and powerful ways.

+ Advantages:
-Lightning strikes are insanely powerful, able to annihilate almost anything it touches
-Can "mark" his targets, which makes the lightning home in on them (much like the lightning strike from Breath of the Wild)
-Mutation makes up for a lot inherent weaknesses

- Disadvantages:
-Mutation is fairly unpredictable, results can widely vary

Mutation: All Smite is a very rare case as he has a mutation that affects his quirk. This mutation suppressed his quirk development till he was 10, but in turn supercharged its power potential when his quirk eventually manifested. With his quirk now active, the mutation continues to affect it, essentially evolving the quirk in powerful ways. Some of those ways include:

-Lightning Immunity
-Flash Step
       -Electromagnetism
-Lightning Cannon
-Overload

Moves/Abilities:
Smite: His most common and favorite move. All Smite sends down a huge bolt of lightning at a marked location/object.
Lightning Immunity: The first evolution of his quirk since its manifestation. All Smite cannot be affected by electric type attacks, even his own.
Flash Step: All Smite gains the power to use lightning as a means of transportation. Ranges from short distance movement to long distance 'teleportation'.
Electromagnetism: Uses electricity to lift and manipulate metallic objects around him, can also project out of his feet to hover above the ground
Lightning Cannon: All Smite's most powerful attack still under his control. He can shoot a large torrent of lightning from his mouth, devastating anything in his path.
Overload: The last evolution of his quirk, and the most destructive. All Smite loses consciousness and his body envelopes in lightning. In this form, he only floats in one spot, but he becomes a living lightning rod for multiple bolts of lightning to come down in his area. [This move only happens once, so it's not really overpowered in my opinion]

Story Arc Summary: With all these powers, I can understand if he comes off as overpowered or a Mary Sue character, but his involvement in the story reduces that IMO. Basically, I imagined his arc in the MHA story to be sort of a short one. In my mind, I want him to have at least 3 moments when he comes on the scene, fucks some shit up, and the heroes have to find better ways to deal with him. And in the end, I want it to be a situation where despite a lot of push back, the heroes only option is to kill him, and they do. Whether is a long range sniper to the head, whatever. Through his life and his death, I want the lens to be put on society and whether villains are exempt from humane justice.

Relationships [NOT KNOWN TO ANYONE BUT ALL SMITE]

    -Father: ???

All Smite's father was a demanding man. Being the youngest of 5 and the only quirkless one in the family brought a lot of harships on All Smite early childhood, the worst of it being his father. He could not believe that his son couldn't manifest a quirk, and basically tortured him for months in grueling training trying to get a quirk to manifest. His father soon gave up and disowned him, only keeping him in the house to do chores and take care of the family.

-Mother: ???

While All Smite's father was harsh and cruel, his mother was cold and distant. She was too busy trying to secure a future for her other 4 kids that her quirkless son more than often took a backseat. All Smite does not remember having a real relationship with her, but that angers him just as much as having a terrible father.
Rivals:
  -Kaminari: Though All Smite is in a league of power above Kaminari, he still resents him for possessing a (in his mind) weaker version of his quirk. All Smite knows how powerful electric-type quirks are and he can't stand thinking about said user at UA using it to make jokes.

Heroes and Villains:
  -All Might: All Smite was a big fan of All Might when he was quirkless, representing the strength that was so far from his reach. After All Might's retirement, and All Smite's newfound quirk began to manifest, All Might became less of an untouchable symbol as he'd thought. All Smite has no plans to become strong like All Might, as far as hes concerned, he's even stronger...

  -Villains: All Smite is frustrated at the motives of villains, as they seem to strive to want society to become better and accept them. While he does not think a lot of them actually act like the bad guys they are, he recognizes their lack of powerhouses. But regardless, All Smite will show the world the world what a real villain looks like...
