Doesn't it feel like comic style?
Did a first quick random sketch on Adobe Illustrator and then painted in PS CS5.
Light source is at the bottom left side of the image, so it was actually fun to experiment with the lighting/shading.
Time taken: 2 hours

lineart in photoshop sounds the best way to go.
If your lines dont come out smooth (which they do with time and practise) theres a software called Paint tool SAI. Its a really simple painting software that has a stabiliser functionality.

i used to do that.. but the lines come out wavy.. i mean its fine when do on paper... but digitally they are wavvvvyyyyyy ...for example: look at the head top lines in this >> madam-lara-croft.deviantart.co...

you should try it, esp for lineart (its like a 5 mb download). You wont be disappointed!
