Not really. Remember, Jhonen did say at InvaderCon II that ZAGR would be canon if romance were a focus. Since GIR is ZIM's SIR, GIR kissing Gazlene (whom he usually calls Gazzy) is NO surprise.

GIR's affection for "Gazzy" is basically like a kid's love for its mommy, as GIR is more like a child or pet than a capable minion.
After all, Richard Horvitz and Melissa Fahn ship "themselves" (at InvaderCon 3, when Rikki Simmons as GIR said he wanted a pregnancy test kit at a fan-proposed theme park based on the series, Melissa cheekily responded that "You can have one be Gaz and the other be ZIM", prompting a murmur from the audience and a bemused expression from Richard).
Head writer Eric Trueheart wrote out a rather ZAGR-like story plot for the series finale (Gaz, ZIM, Skoodge, Tenn, Zita, and Larb verses Dib, Tak, and the combined Resisty and Meekrob armies, ending with Dib, Tak, and their remaining forces being banished to the remote corners of Saturn, while ZIM ends up replacing the incompetent Red and Purple as leader, with Gaz as his Empress/Queen Consort).
Creator Jhonen Vasquez himself said at InvaderCon II that ZAGR would've been made official had romance been a focal point (a conceived episode wound up with ZIM taking Gaz to an amusement park).
The DVD commentaries said that "Gaz is ZIM's potential love interest" and Melissa herself said "Gaz can love, she's just better than everyone else" (a fact that even Jhonen agrees with, affirming that Gaz is the sanest and smartest character on the show).
Although Gaz's origins (especially given the borderline demonic powers) remain a mystery while Dib would be discovered to be a failed clone of the Professor and ZIM was a test tube smeet, they were all machine-created in some way.
Gaz has an Irken plushie at the head of her bedside as the porcine spell was being cast upon by Dib (Gaz: Taster of Pork) and the hero of Gaz's favorite gamer series, Vampire Piggy, Hunter resembles Tallest ZIM (possibly referencing the unwritten finale)...

They're all just a bunch of crack-pairings! However, GaGir (Gaz and Gir) is the only one that's canon to the show and has any chance of working out, if only as a puppy-love-crush kind of thing. Aside from that, they're all cracked! Especially ZaDr and DaMr! I wonder what Jhonen Vasquez thinks of these pairings...

Well, it was certainly a lot more canon than all the others like Zim x Dib! Plus, one could argue that Gaz hasn't tried to destroy Gir at all, so maybe while Gir has this puppy-crush on Gaz, she's secretly kind of flattered by it. I don't know for sure, the show was never intended on having any romance, but to me Gir and Gaz are the closest thing to a romance on the show.
