His powers sound visually interesting, however, government experiments are always difficult to write and usually involve political fusterclucks of epic proportions. I'm not saying you can't do it, it's just difficult writing and I always try to avoid it. Him being a scientist, however, could be an opprotunity for you to give us a glance at what genius does to people. He could have accidentally done this to himself through some mistake. It's the classic Jekyll/Hide story. A lot of really intelligent people can't string two words together in social situations and you say he's introverted.
Also, I would like to know a lot more about this character. He's a superhero, I'm guessing (which is a genre I love). What's really important to have for him as a character is a drive, something that makes him do what he does. Writers usually try to give all round characters three basic story motivators: inspiration, aspiration, and perspiration. Inspiration is the thing that motivates a character, makes them good at something. Aspiration is the thing a character wants, and the question you must ask yourself is what can they use to get it. Perspiration is the thing that makes your character sweat. What stresses them out and how does it have to do with their Aspiration and Inspiration. These three important character aspects all have to be interconnected for a good story.
It is possible for new character arcs to form and for characters to want something new, however when writers do this they're risking their fanbase. Mr. Spock from Star Trek was a first officer of a star ship, but after his service at star fleet he decided he wanted to be a Vulcan ambassador. This is an example of this type of change in a character arc is done correctly. It made sense that after Mr. Spock spent so much time exploring space and interacting with other races while at the same time remaining loyal to his home planet that he would want to be an ambassador, and this also helped keep a beloved character involved in the new series "Next Generation".
If you want more information or advice on any of these subjects, you can note me. I'd be more than happy to give my advice.

Cool! Well, we need to update all the bios, but basically they survived an attack that as a side effect gave them powers. The government having heroes is interesting. I do want to expand a little with each character, fleshing them out so any question thrown at me can be answered. His personality is kind of like what you see with smart people on TV. Harder for them to interact.

I've met plenty of people like that in reality. Intellectual geniuses tend to be socially inept. It's because they spend a lot of time in their own head.
Here are a few questions I like to ask people that they haven't thought about answering with some kind of cop-out (Keep in mind, I've made these mistakes too):
-How does your character take his coffee? (it's just a general question to get you thinking of the character's day to day life and their preferences and how it ties into their personality)
-Who is the character's family? (This can include friends, but relatives are often overlooked. If you're going to write parents out of the story of a character that is relatively young, it's important to have a good reason for the character's parents to be dead. I strongly recommend either avoiding these relatives entirely (just not mentioning or showing them), or writing them as a part of the character's life in some way)
-What sort of story are you writing for your character? How does this showcase their character?
-How does your character make their money? (Remember, the more average your character, the more believable they are as people)
-What is their living situation?
-What clothes do they wear when they aren't superheroing?
I could probably think of a million others if I had the time XD

Answers to your questions for Binary (might take some of them into consideration for the others)
1. He likes his coffee with a little cream and sugar. Not too sweet or it gives him a headache. He only drinks coffee in the morning or at night if he's working on a project and wants to stay alert.
2. His birth mother is Louise Ward who married Cover's father after her husband left them. The same thing happened to Cover's father, Eric Ward, and they met in single-parents counseling. He and Cover have a half-sister (born to Louise and Eric) named Kayla. His friends are all the New Day heroes and most of the Titans. Cyborg is his science bro. For Binary and Cover, they found their parents were alive and were surprised and angry at the government for not telling them. He has a deep love for his parents and an even deeper respect since he found out they were alive.
3. It's a "if the military got a hold of heroes" concept. However, when they become Titans, they sign a contract to keep military secrets... secret.
4. That's a tricky question. As a military based hero, he makes money like those in the army do. Not sure how he makes it as a Titan. He becomes a science professor at a university in Texas and that's how he makes his income as an adult. Most heroes might fake ids or take classes late in life to get jobs.
5. First in a military base, second in a Titans Tower in Texas, third a home in Texas.
6. Soccer jersey or science shirt like you might see in Big Bang Theory.

2. As long as this is taking place in the DC universe, may I suggest CADMUS being involved? It would be nice continuity. If, however, this is just for the expressed purposes of Teen Titans fandom, have fun with it and explain as little about their backgrounds as possible. Teen Titans (the show) was very vague on the pasts of their characters, making only occasional references.
3. The Watchmen had a similar idea. Their heroes had to register with the government or become criminals (sort of like Marvel's Civil War). I recommend looking it up. It's a good read.
4. So he's a soldier?
5. So he lives on the base. Is he forced to? I guess if he makes money at it he wouldn't be.
6.

2.That is a thought. There is one scientist who works with the New Day who has no morals. He's definitely a villain in the ranks.
3. I might have to do that. SHIELD comes to mind too.
4. He has military level combat training. In the case a meta human attacked and the military couldn't handle it, heroes are the ones to call. Like with Hulk and stuff.
5. It's his home until he's a Titan.
6. Yessssssss! I love Sheldon!

3. OOoo Shield! Me likey! Hey! Since Slade is a mercenary and Nick Fury is a spy, I wanna see those two interact! Wouldn't that be awesome?
4. So he's like a military-trained super soldier? That sounds pretty badass.
5. ooo! Why does he want to become a Titan?
6. Rock paper scissors lizard Spock!

3. Yes! I wonder how Batman and Slade would interact.
4. Yeah, all seven are. Their personalities make it a little different for each of them.
5. Because the Titans are like teen celebrities and Flamethrower became a Titan.
Binary: We live in a giant T! How many people can say that?!
6. Hahaha!
If you could look at Deathtrap, maybe even the second generation Titans, that'd be awesome. Thanks so much for doing this!

3. I think Batman would be a jerk and Slade would probably have a strange creepy admiration for him and his skill.
5. So is he attracted to the idea of being a celebrity? That's pretty cool. I always saw Tony Stark as this narcissist seeking attention and I loved that about his character. There should be more Superheroes with selfish motives.
I'd like to live in a giant Q . . . mostly because I want to see how it would be accomplished.
It's not a problem at all. I appreciate being asked and I'm actually very flattered. People don't usually ask me for advice.

3. F'ing yes.
4. Not so much the celebrity, but the fact the Teen Titans are so well known. To be known that one of those people can look up to. Terra showed a smidge of that when she met the Titans. Like "Hey, I heard of you people!"
That sounds awesome.
I can understand that. At times I feel like offering to be a beta reader for someone so they can get someone's input before they post their work. Like I do with Bludgeon. He reads everything I write before it's posted. I notice not everyone takes kindly to suggestions of how to make their work better which shows just how far they need to go to get better. You know?

4. C": So it's like a fanboy thing? I've always wanted to work at Marvel comics or be a comic book writer and create my own company like Stan Lee.
Sweet! Maybe I could get an outsider's opinion on the scripts I'm currently working on.

I guess so. The New Day aren't as well known. I guess you could refer to For Real. The Titans East go to Jump City and nobody knows who they are until they save the city. We could easily take the New Day and turn it into its own universe which would mean a ton more character development. Mainly I want to meet voice actors. They seem super nice.
Awesome.

It was Bludgeon's idea. I'm thinking it's part of a binary formula. He finished college. I didn't.

I'm one of the 10 types of people who understand binary.
(10 in binary is 2 because once you hit 1, you reset, like when you hit 9 in normal base 10, you go up one.)
(Yes. I'm a nerd.)
