Hm... Personally, I'd say it's not so much about how many words you know, but rather how well you can use German grammar. Basically with 400-800 words you have a basic knowledge, but considering that there are roughly up to 300.000 words in every-day German, the Beginner Level seems suitable :>

Well, I learned English in school - for 9 years. And when I graduated my teacher told me my English was 'native speaker niveau'. Of course it highly depends on how much effort you've put into your studies, but generally a continious learning time period that long qualifies for a higher level of education in that language. ;)

Yep, I can speak some, but I hated it when I learned it, so I didn't know much . But I leaned english later, but know it much better, it's like a second native to me, cuz I was more enthusiastic about it. But also enlish is much easier than most of the other languages, I think. And now that I matured a bit, I want to learn german again, but it will be quicker now .
