No, it was because she is sorta clay, and Clayface can take her powers. WW beats him by tricking him into a train carriage and centrifuging him good enough to separate all the clay he absorbs from her.

She's either attacked by surprise or was out of reach from any water. Even then, Clayface is immune to water thanks to a power he drained from another Clayface.
