Well if people in our world don't ask about there questionable leader system (especially all monarchies) than I guess being born and grown up in a world were King Furry already ruled becomes just the why it is to you and you just start to accept it (not to mention that from Bulmers own point of view probably her father being the CEO of Capsule Corp. is the real leader of this world.)

The first time we see any evidence of animal people is with Shu, then Puar and Oolong, all of whom make pretty early appearances. Unless I'm forgetting something, Goku is the only character who has just a tail until Raditz shows up. It's kinda like saying you think someone with purple skin is weird and them pointing out you know a lot of black people and the president is black. It only makes sense if you don't know that purple skin is something like one in quadrillion.
Besides, Goku thought Bulma not having a tail was weird too, and it makes even less sense for him to criticize because before he met her, he had a reference pool of two people(himself and Gohan). As far as he knew, having a tail is fifty/fifty.
