As separate characters Goku and Captain Marvel would lose. If Goku was given the powers of SHAZAM or the ability to fuse with Captain Marvel they would win.

I doubt they would use that move. It is to easy to dodge, it only travels in a (mostly) straight path. Lightning (magic) would be harder to dodge, even with Black Adam/Captain Marvel's long history of fighting each other they have a hard time of predicting the attack.
