Since Goku Black is the soul of a god in the body of someone else who's competing in the tournament, I think the rules would prevent him from being part of it. Even ignoring the fact he's from another timeline and Zen'o erased him soul and all.
I honestly think Frieza would be a better ruler than Zen'o, that's how disturbing he is

The scary thing is that we don't whether there was an actual reason. Those universes could've been destroyed due to having a 5 year old as God, or they were so abysmal they made Universe 9 look good by comparison. I heard a theory that Jiren is a survivor of Universe 13-18
